It's true that there are some similarities between Jack the Ripper's choice of victims and methods of dispatching them. But the motives seem to be drastically different. Jack the Ripper seemed to be a sexually motivated serial killer (driven by bloodlust and sadism) while Corner seemed to influenced by severe mental illness and a shoddy investigation.
